PURPOSE:To realize ciphering efficiently with an inexpensive equipment by sending a code output while the corresponding relation between an output vector and an index being its code table address is changed. CONSTITUTION:A ciphered index signal (n) by an index conversion means 10 to vary the correspondence between an output vector yi and an index signal (i) being a code table address is sent. In ciphering an index, an index (i) giving a minimum distortion actually is ciphered as an index (n) by an index conversion means 10 through the index conversion selected by a selection signal S. Thus, the ciphering is easily realized without almost varying the constitution of a vector quantizer.
