PURPOSE:To keep the number of connection processing calls in the processing capacity of a communication network in spite of the number of connection request calls, by setting a call connection processing feasibility displaying flag with a control cycle periodically, and executing a connection processing by referring to the flag at the time of requesting call connection. CONSTITUTION:When the arrival of a connection request call is detected at a call emission detecting part 310, a processing is delivered to a call connection processing feasibility deciding part 321, and the call connection processing feasibility deciding part 321 judges the feasibility of connection by referring to the call connection processing feasibility displaying flag 322, and the call connection processing is performed at a call connection processing part 400 if it is feasible. Also, if it is infeasible, the call connection processing is interrupted at a call connection processing interruption part 500, which generates call loss. By connecting the calls of marginal number of calls set in advance, the call connection processing feasibility displaying flag 322 is set at an infeasible state, and the call connection processing within the cycle is prohibited.
