A conductive layer or conductive tape located around the wire insulation of a high-voltage cable (1 in Fig. 1), together with a low-voltage capacitor, forms a capacitive voltage divider. The dielectric strength of the high-voltage capacitor is determined by the conductor insulation of the cable. The voltage drop across the low-voltage capacitor is supplied to a test socket located on the cable jacket. The voltage divider can be installed subsequently by a specially shaped connecting sleeve or by specially shaped cable terminations at any point in a cable network. The voltage dividers allow continuous voltage measurement at any number of test points in the cable network. The bandwidth extends from the system frequency up into the MHz range. <IMAGE>
