When the lower tank dose not take any fluid, the other fluid is contained in the higher tank, then by the gravity the tank (2) changes the position and the water balast is not needed, the consumption of power can be reduced. The assembly comprises the tank (2), the interior divider (15) making a torque during sending out or in any fluid goods, the annular rail (4) in which the tanks rotate, the rail supporter (9), the tank rotchet (6) and the ducts for gas and goods.
