The apparatus includes a disc rotating mechanism having a disc rotating plate (16), a clamper (26) for holding the disc (18) onto the plate (16), a clamper movement mechanism (25), a carriage (63), and a carriage control mechanism (66). The carriage control mechanism (66) retains the carriage (63) in the first position against the bias force of the bias means when the disc cartridge (20) not being inserted on the disc rotating plate (16) through the opening (37), and allows the cartridge (63) to move to the second position when the disc cartridge (20) being inserted on the plate (16) through the opening (37) and the clamper movement mechanism (25) being operated to keep the clamper (26) in the disc retaining position.
