PURPOSE: To obtain a hair growing composition suitable for topical application to mammalian skin or hair and improving the hair growth by including a cell- free supernatant from incubating material of dermis papilla cells. CONSTITUTION: A supernatant having the ability to initiate DNA synthesis in the culturing material of serum starved 3T3 cells and containing a proteinaceous hair growing promoter having 5,000-15,000 dalton apparent molecular weight is obtained by bringing dermis papilla cells, preferably transformed dermis papilla cell system DP-B into contact with a nutrient medium, incubating the cells with the medium at 15-45 deg.C for at least 24hr, separating a supernatant from the incubating material, concentrating the supernatant to at least 40 times and preferably 100 times concentration, for example, by ultrafiltration. The proteinaceous hair growing promoter includes 5-200ng/ml, especially 7-22ng/ml one or more materials selected from insulin, IGF-I and IGF-II. The hair growing composition is obtained by formulating the hair growing vector or its active fragment and cosmetically permissible vehicle.
