The apparatus monitors its own power state, and generates a high frequency signal when there occurs an abnormality in the power state. The apparatus includes: an address setting section (110) for assigning serial numbers to respective objects, each of the numbers consisting of a plurality of bits; an encoding section (120) for encoding the serial numbers to provide a serial code information; a microwave generating section (130) for converting the serial code numbers into analogue signals; a sensor (100) for detecting any abnormality in the objects; a power sensing section (140) for outputting logic signals informing any abnormality in the power state; a driving section (150) for driving the encoding section (120) and the microwave generating section (130); and a driving control section (160) for limiting the transmission time to a certain time interval.
