The sampling frequency converting device of enhanced quality TV comprises; a first - fourth latch circuit delaying the sample signals inputted from the clock generator (140); a first multiplier and the second multiplier multiplying the output of the first and the third by an extra value, respectively; a third and fourth multiplier multiplying the output of the second and forth latch circuit by another extra value, respectively; a first adder adding the output of the second multipler and the fifth multiplier; a second adder adding the output of the third multiplier and the sixth; a third adder adding the output of the fourth multiplier and the sixth multiplier.
