Novel DNA promoters having improved strength or specificity are produced by cutting a DNA fragment from a gene promoter A, altering the DNA sequence of the cut fragment, inserting the altered fragment into a gene promoter B to produce a recombinant promoter C, and determining the strength or specificity of expression of a gene under control of the recombinant promoter C.
