<P>PROBLEM TO BE SOLVED: To surely cut a continuum of a membrane-electrode assembly 30 in a state where damage occurring on a cutting device side is reduced. <P>SOLUTION: Catalyst layers 2 are stacked on both surfaces of a long electrolyte membrane sheet 1 at predetermined intervals, and diffusion layers 21 each cut into a size covering the catalyst layer 2 are stacked on one side. A long diffusion sheet 20b is stacked on the other side to cover the plurality of catalyst layers 2.... The electrolyte membrane sheet 1 and the long diffusion sheet 20b are cut by inserting cutting blades 41 toward an anvil roller 43 from regions 25 without having the diffusion layers 21 on the one-side surface side of the electrolyte membrane sheet 1.
