CODING METHOD AND CODING DEVICE

PROBLEM TO BE SOLVED: To provide a coding method and a coding device capable of more effectively removing redundancy of information included in data (quantized coefficient) to be subjected to variable length coding processing according to characteristics of quantized coefficients and the state of coding processing on the quantized coefficients and then further improving the compression rate for an image signal and the like.

SOLUTION: A plurality of conversion coefficients obtained by frequency-converting a block image are scanned in order from a low-frequency component to a high-frequency component, the scanned conversion coefficients are converted into a run-level pair of a run value indicative of the number of successive zero-value coefficients right before a non-zero value coefficient and a level value indicative of the value of the non-zero value coefficient, and based upon information on the number of uncoded zero-value coefficients corresponding to uncoded run values, variable length coding of the run values is performed in order from the high-frequency component to the low-frequency component.
