PROBLEM TO BE SOLVED: To provide an information recording and reproducing device which records and reproduces encoded information without reducing a transfer rate while suppressing temperature rise in the device, further prevents mixing of noise caused by a cooling fan to recording information. SOLUTION: The cooling fan 26 is stopped during recording by a camera when a sound collecting microphone 1 is enabled, a mode enters a power saving mode in which a drive part 39 is driven intermittently. When the sound collecting microphone 1 is disabled and an external equipment connection interface circuit 22 receiving the encoded information is enabled, the power saving mode is canceled and the cooling fan is rotated at high speed.
