PROBLEM TO BE SOLVED: To remove all the time static electricity charged in a container by simple processing to detect a liquid level of a liquid, at all times. SOLUTION: Charge removal processing is carried out, by reciprocating a dispensing nozzle horizontally between the center of an opening part of a sample container and a prescribed neighboring position in an opening edge of the sample container, before sucking a sample liquid by a dispensing nozzle (step S8). A tip part of the dispensing nozzle and the opening edge of the sample container are thereby brought into a position within a prescribed neighboring range, and the static electricity charged in the container is discharged via the dispensing nozzle. Since the static electricity charged in the container is removed at all times by the simple charge removal processing, before sucking the sample liquid by the dispensing nozzle, in this manner, and the liquid can be dispensed normally, because the liquid level of the liquid is detected by a liquid face detecting part without being affected by the static electricity, when thereafter the tip part of the dispensing nozzle toward the liquid is moved to suck in the liquid (step S9).
