PROBLEM TO BE SOLVED: To provide a control device capable of providing an illumination system capable of carrying out illumination with appropriate illuminance with respect to a condition in which it is installed; and an illumination system using the control device. SOLUTION: This control device 1 controlling the operation of the illumination system is provided with a sensing part 1d sensing the amount of traffic around the illumination system, and a microcomputer 1a determining light intensity required for the illumination system. The microcomputer 1a determines light intensity required for the illumination system based on the amount of traffic around the illumination system sensed by the sensing part 1d.
