PROBLEM TO BE SOLVED: To provide an electrifying device capable of uniformly electrifying a photoreceptor by preventing toner from flowing into the electrifying device and adhering to a corona electrode, and an image forming apparatus. SOLUTION: The electrifying device 5 includes: the corona electrode 53 which electrifies the surface of a photoreceptor drum 3 by corona discharge; a first power source which applies voltage to the corona electrode 53; a shielding case 51 whose one surface is made open, which has an aperture part 56 on its side surface and inside which the corona electrode 53 is housed; a grid electrode 54 with which the surface made open is covered and which controls potential by electrification on the surface of the photoreceptor drum 3; and a second power source which applies voltage to the grid electrode 54. By making an air current flow into the shielding case 51 also from the aperture part 56, sucking of the toner is restrained in comparison with a case where the air current flows into the shielding case 51 only from an open surface, because the aperture part 56 is separated from the surface of the photoreceptor drum 3 further than the open surface of the shielding case 51.
