PROBLEM TO BE SOLVED: To provide a filter for a display device which has an optical function of improving the contrast of a video, an electromagnetic wave shielding function and a near infrared ray/neon-cut function, and has a low cost and high transmittance; to provide a manufacturing method of the filter for the display device; and to provide a display device with filter. SOLUTION: The filter 10 for the display device is disposed on the front surface of a PDP 30. The filter 10 for the display device includes an optical functional layer 20 which improves the contrast of a video. The optical functional layer 20 includes: a transparent resin part 21 containing a near infrared ray absorption pigment and a neon absorption pigment; and a blackened resin part 22 embedded in the transparent resin part 21 and made of a conductive ink. Accordingly, the external light is absorbed, the contrast of a video from the PDP is improved, at the same time, electromagnetic waves emitted from the PDP 30 can be effectively shielded, and near infrared ray and neon light can be cut.
