PROBLEM TO BE SOLVED: To provide a charging device 5Y capable of restraining non-uniform charging while charging a photoreceptor at a voltage lower than a conventional one. SOLUTION: The charging device 5Y includes a charging brush 507Y having a metal holder 506Y and a brush part 505Y held by the metal holder 506Y and formed from a plurality of conductive bristles. The charging device 5Y uniformly charges the surface of the photoreceptor 3Y by causing, via an empty space, discharge between the photoreceptor 3Y and the leading ends of the conductive bristles of the charging brush 507Y to which a charging bias is applied. The charging device 5Y includes a grid electrode 503Y having meshes 504Y opposite to the top ends of the conductive bristles. Discharge is caused between the conductive bristles and photoreceptors 3Y via a grid electrode 503Y to which a grid bias with a value different from that of the charging bias is applied.
