PROBLEM TO BE SOLVED: To provide a method of manufacturing a substrate for a dye-sensitized solar cell capable of manufacturing the substrate for the dye-sensitized solar cell having a porous layer having high bonding properties of metal oxide semiconductor fine particles and capable of manufacturing the dye-sensitized solar cell having high power generation efficiency by reduced processes.

SOLUTION: The method of manufacturing the substrate includes a porous layer laminate forming process forming a porous laminate by laminating a catalyst layer 2 made of metal, a porous insulating layer 3 made of an insulating substance, a porous layer 4 containing oxide semiconductor fine particles in this order on a heat resistant substrate 1; and a transparent electrode layer forming process forming a transparent electrode layer 5 made of metal oxides on the porous layer of the porous laminate.
