PROBLEM TO BE SOLVED: To obtain a high-luster steel sheet for three-piece cans the surface roughness of a surface which becomes the outside side of the three-piece can is 0.04-0.20μm without generating scratch. SOLUTION: In the high-luster steel sheet for three-piece cans one surface of which becomes the outside of the three-piece can is taken as the surface roughness Ra of 0.04-0.20μm, the sheet is made so that the surface roughness is different in the front and back faces of the steel sheet by increasing the surface roughness Ra of the other surface which becomes the inside to 0.04-0.25μm and also such a steel sheet is manufactured by temper rolling using upper and lower rolls which are different in the surface roughness.
