The device has an absorption sensor and a reference sensor, where every absorption sensor and a reference sensor have a spectral radiation transmitter and a spectral photon detector. The photon detector is sensitive for different sensor radiation sent by the radiation transmitters. A signal processing mechanism is provided, with which the portions of the absorption sensor radiation are received from the photon detector. Independent claims are also included for the following: (1) a measuring device (2) a methods for determining water quantity on a road surface.
