PROBLEM TO BE SOLVED: To provide an identifier estimating device for estimating identifying information corresponding to a tracked object while taking account of the influence of time passage. SOLUTION: The identifier estimating device 1 includes: a probability distribution memory 11 (a probability distribution information storage means) for storing probability distribution that indicates a probability that a tentative identifier corresponds to an actual identifier respectively; a target object selection means 14 for selecting a target object for a detection device 5; a probability distribution information correction means 16 for correcting the probability distribution based on a detection result by the detection device 5; a prior probability distribution memory 12 (an appearance probability distribution information storage means) for preliminarily storing a prior probability distribution that indicates an appearance probability of a target object of each actual identifier; a chronological probability distribution mixing part 133b (a chronological probability distribution mixing means) for mixing the prior probability distribution and the probability distribution of the probability distribution memory 11 at a rate corresponding to the time passage; and an actual identifier estimating means 17 for estimating an actual identifier corresponding to each tentative identifier based on the probability distribution of the probability distribution memory 11.
