PROBLEM TO BE SOLVED: To provide an access device and access method in riser pipe section work capable of approaching an elbow section or the like of a riser pipe from a remote part without removing an inlet mixer of the jet pump, regarding the riser pipe of the jet pump disposed in a narrow downcomer section formed of a reactor pressure vessel and a core shroud. SOLUTION: This access device includes an upper guide 21 having a positioning stopper 20, a clamp mechanism 23 having a fixing mechanism 22 for clamp for performing the positioning and fixing, a work head 24 as an apparatus or material that is mounted to the clamp mechanism 23 and performs work such as inspection or repair, and a clamp supporting member 25 for supporting the upper guide 21 at its one end and the clamp mechanism 23 at the other end. While various structures in a nuclear reactor in a reactor pressure vessel 1 are avoided, the access device can be arranged in an elbow section 5a of the riser pipe 5 constituting the jet pump 4 disposed in the reactor pressure vessel 1.
