<p><P>PROBLEM TO BE SOLVED: To provide a substrate with a transparent electrode, which has a texture and can be processed with high productivity, and to provide a manufacturing method thereof. <P>SOLUTION: The method of manufacturing a texture forming plate has a first step of forming a texture precursor by applying a transparent insulative resin elastically deformed by an external force, onto a transparent insulative base material; a second step of forming an uneven pattern on the texture precursor by pressing the uneven surface of a stamper for transferring the uneven pattern onto the texture precursor; and a third step of forming a texture by curing the uneven pattern.
