PROBLEM TO BE SOLVED: To provide a polyol composition which can give a rigid polyurethane foam excellent in heat insulation properties, strengths, dimensional stability, and adhesion to facing materials when foamed with a blowing agent entirely consisting of water and to provide a method for producing a rigid polyurethane foam from the polyol composition. SOLUTION: The polyol composition for the rigid polyurethane foam is a polyol composition containing a polyol compound, a blowing agent, and a plasticizer and forms a rigid polyurethane foam when mixed with a polyisocyanate component, wherein the blowing agent is water, the polyol compound contains fine resin particles, and the plasticizer is an active-hydrogen-group-free water-soluble organic solvent and is used in an amount of 2.0-8.0 pts.wt. per 100 pts.wt. total polyol compound.
