PROBLEM TO BE SOLVED: To provide a toner which is excellent in charging characteristics, particularly in environmental stability and running stability and with which proper printing, free of staining is obtained and a process cartridge. SOLUTION: The toner is prepared by dispersing and/or emulsifying an oil phase, including toner constituents, containing at least a pigment and a modified layered inorganic mineral, partially containing a quaternary alkylammonium group and/or toner constituent precursors in an aqueous medium to carry out granulation, and the toner includes a fluorine-containing compound partially comprising a quaternary ammonium group at the surface thereof. The modified layered inorganic mineral is contained in the oil phase, in an amount of 0.05-2 wt.% relative to the total amount of the toner constituents and the toner includes fluorine in an amount of 0.02-0.075 Kcps, when measured with a fluorescent X-ray.
