PROBLEM TO BE SOLVED: To control the open and close timing of a valve with good response in an internal combustion engine provided with both of a valve drive cam and a pump drive cam on a valve camshaft. SOLUTION: This control device for an internal combustion engine changing valve open/close timing in the internal combustion engine provided with both of the valve drive cam 13 and the pump drive cam 150 on the valve cam shaft 1 includes a mean inhibiting open/close timing from returning in a direction reverse to a direction to target open/close timing during change of open/close timing, and has relative rotation phase of the valve drive cam and the pump drive cam set with taking resultant reaction torque of valve open/close drive reaction torque and fuel pump drive reaction torque acting on the valve cam shaft into account in change of open/close timing to a direction of target open/close timing.
