PROBLEM TO BE SOLVED: To provide a paper cutting ruler, cutting paper and a thin foam plastic board at right angles and at an optional angle without using another ruler to an optional width accurately and quickly using a cutter knife, and accurately cutting the same even when the paper or the like is made into small pieces. SOLUTION: In this paper cutting ruler, one end of a rectangular vertical plate is fitted in an overlapping state on the substantially central part of a rectangular horizontal plate mainly formed of a metallic plate or a plastic plate by welding or by a rivet, a screw, or the like, a cutout groove is provided along the side of the vertical plate in the horizontal plate, and each plate surface is provided with a dimensional scale.
