PROBLEM TO BE SOLVED: To provide a headrest which is excellent in versatility and thin and reduces an operation load when the headrest is tilted from a head supporting state to a housed state to enable the light operation of the headrest, and to provide a vehicle seat equipped with the headrest. SOLUTION: The headrest is equipped with a supporting member 1 mounted on the upper part of a backrest sheet S2, a frame 2 rotatably engaged with the supporting member 1, a frame biasing means 3 for biasing the frame 2, and a locking means 4 provided between the frame 2 and the supporting member 1. The locking means 4 includes locking members 41, 42 which are placed on the supporting member 1 and have engaging grooves 41a, 42a, a movable operating rod 44 having a recessed part 44b formed to the side of the supporting member 1, and a fixing member 46 which is pivoted by the frame 2 to rotate and is detachably provided to cross the engaging grooves 41a, 42a with the movements of the operating rod 44, and the engaging groove 42a of a locking member 42 has an upper end side which is formed to have a narrow width.
