The invention can be used for purifying and decontaminating waste water and for activating aqueous solutions and chemically pure and potable water. The inventive method for treating water and aqueous solutions by means of a pulsed gas-discharge plasma consists in exposing a liquid flow bordering a gas medium to the action of the pulsed gas-discharge plasma, said pulsed gas-discharge being induced and maintained by two main electric pulsed discharges I and II having different frequencies with a condition that said gas medium is pre-ionized. The discharge II is formed in the form of a pulse packet in spaces between the discharge I pulses. The invention makes it possible to purify waste water having a high initial concentration of polluting substances, to increase the efficiency of aqueous media activation, to enhance the stability and resistance of acquired properties to external effects and to control the modified and/or reacquired physical, chemical and biological properties obtained by the aqueous media during the activation thereof.
