PROBLEM TO BE SOLVED: To efficiently perform transmission and reception of data in a position determining system. SOLUTION: Mobile stations generate information to determine position (positional information) and transmit it to an administration device. The administration device derives a reference position from the position information received from the mobile stations and transmits it to the mobile stations. The mobile stations determine their positions, relative to the reference position from the position information generated and the reference potion received from the administration device and communicate the determined relative positions, to other mobile stations. In this manner, the information of which the amount is less than the positional information is communicated between the mobile stations, and the mobile stations can determine the positions of other mobile stations.
