SOLUTION: When a communication start detecting section 211 detects timing to start communication, a notification information monitoring section 212 starts monitoring reception of notification information by a signal transmitting/receiving interface 201. When notification information is received, a location registration request transmitting section 213 transmits, to an HLR 105, a location registration request to which location information within the notification information is applied.
