PROBLEM TO BE SOLVED: To improve stability of switching processing by simplifying judgment in switching processing of a higher hierarchy and a lower hierarchy of digital broadcast employing layered transmission. SOLUTION: The number of errors output by an error correcting circuit for a digital broadcast signal, a reception power value output by a signal level detecting circuit and a CN value output by a CN detecting circuit are multiplied as a switching evaluation value, the switching evaluation value is compared with a prestored threshold and on the basis of a comparison result, switching processing of a higher hierarchy and a lower hierarchy is performed.
