PROBLEM TO BE SOLVED: To reduce man-hours necessary to dissolve inconsistency between interrupt restriction information and interrupt rule information. SOLUTION: An interrupt restriction information input part 102 generates the interrupt restriction information wherein interrupt restriction is imposed to menu transition information, and stores it into an interrupt restriction information storage part 104. An interrupt rule information input part 111 generates the interrupt rule information, and an interrupt transition information generation part 112 generates interrupt transition information based on the interrupt rule information and stores it into an interrupt transition information storage part 115. An interrupt restriction consistency decision part 121 compares the interrupt restriction information and the interrupt transition information to decide whether the interrupt transition information inconsistent to the interrupt restriction information is present or not. An inconsistency adjustment support part 122 displays the interrupt transition information decided that it is inconsistent, the interrupt rule information causing the inconsistency, and the interrupt restriction information on a menu transition designer terminal 3 and an interrupt transition designer terminal 4, and supports correction operation of the inconsistent information.
