PROBLEM TO BE SOLVED: To provide a degradation diagnosis device and degradation diagnosis method capable of easily diagnosing the degradation state of a lubricant and viscous material using a minute amount of lubricant and viscous material without pre-treatment. SOLUTION: In a state where a sample 8 adjusted to a predetermined spreading diameter and a predetermined thickness is sandwiched and held between a sample application section 7 disposed on a lower action pedestal 6 and a sample application section 15 disposed on an upper action pedestal 14, a driving section 12 horizontally pulls the upper action pedestal 14, and a load cell 19 measures the peeling force (shearing force or tensile force) having a correlation with the degradation degree of the sample 8.
