<P>PROBLEM TO BE SOLVED: To provide a stable rubber composition of which variation in electric resistance is small even when the rubber vulcanizate is left in abutment with an object to abut against under a high temperature and high humidity environment, and a conductive roller having an elastic body layer. <P>SOLUTION: The present invention is the rubber composition that has carbon black (CB) and satisfies: (1) the T value is 45 or more where the T value is the percentage E(β)/E(α)×100 where E(α) is a dynamic storage elastic modulus at a temperature of 25°C, a frequency of 10 Hz, and a distortion of 0.1%, and E(β) is a dynamic storage elastic modulus at a temperature of 25°C, a frequency of 10 Hz, and a distortion of 1%, in a state that it is compressed by 2% in an initial displacement to an even thickness, and (2) the difference in the T value between before and after it is left under the environment where the temperature is 40.0°C and the humidity is 95% for 96 hours is ≤15.
