<p><P>PROBLEM TO BE SOLVED: To lengthen the interval of backup primary battery replacement. <P>SOLUTION: When a stepping motor 7 as a motor is driven by a commercial power supply or a primary battery, such as a dry battery, (or a rechargeable secondary battery) as an interruptible power supply 31, the following operation is performed: a backup secondary battery 37 as a second rechargeable backup battery is charged with power from the revolution of the stepping motor 7 or power from the power supply line of the motor. When there is no power supply from the interruptible power supply 31, first, switching is carried out so that power is supplied from the backup secondary battery 37 to a backup logic 33 for storing and holding at least setting information. Further, the voltage of the backup secondary battery 37 is monitored.
