<p><P>PROBLEM TO BE SOLVED: To provide a device, a system and a method for monitoring the body/mental condition of a moving person using a portable sensor. <P>SOLUTION: The body/mental condition during moving is converted to a characteristic vector related to the body condition/mental condition, and a body information/mental information database for the respective individuals is organized using the vector. A self-learning algorithm is mounted on the database, and a set of weighting factors related to the body condition/mental condition is output.
