<P>PROBLEM TO BE SOLVED: To reduce running cost and improve power generation efficiency in a power generation device in which a biomass is a source of fuel, a biomass multiplication device used for the power generation device, and a power generation method. <P>SOLUTION: The power generation device has a steam vaporization means for making a liquid mixed with the biomass and water instantaneously vaporize by heating the liquid, a first power generation means for converting steam pressure at the time of the vaporization of the liquid into electric energy, a hydrogen gas creating means for creating hydrogen gas from the vaporized steam, and a second power generation means for converting hydrogen gas created by the hydrogen gas creating means into electric energy by electrochemically burning the hydrogen gas.
