PROBLEM TO BE SOLVED: To provide a soil modifying material capable of making a long term strength of a treated sludge better and a soil improving method. SOLUTION: The soil modifying material comprises a hemihydrate gypsum and a blast furnace slag and the method for improving the soil uses the above. A mixing ratio of the hemihydrate gypsum and the blast furnace slag is 50:50 to 70:30 by weight and calcium hydroxide of 0.1 to 2.0 wt.% is added to the blast furnace slag. In the soil modifying material, silicates of Al and Ca in the blast furnace slag are cured for a long term by a pozzolanic reaction. In this case, it is considered that the strength for a long term is improved by that the calcium hydroxide is as to be catalytically correlated together with sulfate group of the gypsum.
