PROBLEM TO BE SOLVED: To provide an inexpensive device for achieving the safety assurance of a patrol and the efficiency of patrol guard by properly grasping the peripheral circumstances of the patrol by a remote monitoring center. SOLUTION: This system is composed of a remote monitoring means equipped with a three-dimensional space information database and a virtual reality display part for displaying the information and a portable terminal equipped with a position acquisition means and an orientation acquisition means, and the visual line information of the portable terminal carried by a patrol is transmitted to the remote monitoring means, so that it is possible to inexpensively and properly grasp space information spread in front of the eyes of the patrol from the remote monitoring means.
