PROBLEM TO BE SOLVED: To provide a device for delivering a substance into cells by a particle-mediating delivery technique. SOLUTION: The device for delivering particles to target cells or target tissues involves a body having an acceleration passage formed in the body and having an entrance and an exit; and a rotating flow element disposed in the acceleration passage and giving a rotation movement to a gas flow passing through the rotating flow element.
