PROBLEM TO BE SOLVED: To provide an electrolytic solution for an electrolytic capacitor, capable of improving a leakage current characteristic, eliminating the opening of a safety valve due to the generation of hydrogen gas, and attaining a longer life, and to provide the electrolytic capacitor using the electrolytic solution. SOLUTION: An aluminum electrolytic capacitor element is produced by impregnation with the electrolytic solution containing water, phosphate ions, and 3-hydroxy-2,2'-imino disuccinic acid. Consequently, the electrode foil of the capacitor element is prevented from being deteriorated, the leakage current characteristic is improved, and the opening of the safety valve due to the generation of the hydrogen gas is eliminated.
