PROBLEM TO BE SOLVED: To provide a method for manufacturing a magnetic recording medium which improves the adhesion ratio of lubricant to a carbon protection layer and does not cause a micro scratch and transfer of the lubricant to a magnetic head. SOLUTION: The method for manufacturing magnetic recording medium 100, having the carbon protection layer 26 and a lubricant layer 28 in this order on a substrate, includes an adding process for adding nitrogen which can bind with a hydroxyl group (OH-) on the carbon protection layer 26 by an RF (Radio Frequency) plasma method, and a lubricant layer depositing process for depositing the lubricant layer 28 with perfluoropolyether (PFPE) including a hydroxyl group.
