PROBLEM TO BE SOLVED: To execute a light quantity control with a relatively fine accuracy even if there is a variation of a current-light quantity characteristic between a plurality of luminescent elements, and also to shorten a time period required for the light quantity control. SOLUTION: A light quantity controller contains a holding means, a light receiving means and a control means, for example. A plurality of luminescent elements are assorted into a plurality of groups based on a similarity of a luminescent characteristic, respectively. The holding means holds a difference in the luminescent characteristic between a representative luminescent element representing its group in each group and each luminescent element different from the representative luminescent element. The light receiving means emits the representative luminescent element in each group and receives light beams outputted from the representative luminescent element. The control means controls a luminous energy concerning each remaining luminescent element belonging to the group from a difference between the received luminous energy of the light beams from the representative luminescent element in each group, and the luminescent characteristic held in the holding means.
