PROBLEM TO BE SOLVED: To further enhance ozone generation efficiency, with regard to an ozone generating device and an ozone generating method by creaping discharge or silent discharge or composite discharge of the creaping discharge and the silent discharge. SOLUTION: In the ozone generating device performing the creaping discharge or the silent discharge or the composite discharge of the creaping discharge and the silent discharge by supplying a pure oxygen or a high concentration oxygen to electrodes 31 by an oxygen supplying means and applying high-voltage between the electrodes, a moisture supplying means 6 for supplying water or steam is provided at the upstream side of an oxygen supplying passage than the electrodes.
