A color filter substrate for LCD device and a manufacturing method thereof are provided to reduce defects caused by a short circuit between a color filter substrate and an array substrate. A plurality of black matrixes(111) are formed in a predetermined interval on a substrate. A color filter layer(112) is formed in a space between the black matrixes. A transparent conductive layer is formed to cover a front surface of the color filter layer. An over-coating layer(114) is formed on an upper surface of the transparent conductive layer. The over-coating layer is composed of a photo acryl-based material. A plurality of slits are formed in a predetermined interval on the transparent conductive layer and are covered with the over-coating layer.
