<P>PROBLEM TO BE SOLVED: To provide a transparent conductive base material for a plasma display panel having low resistance and excellent light transmittance, capable of properly displaying an image in forming a plasma display panel display device by using it. Ž<P>SOLUTION: A reactive gas is brought into a plasma state by feeding 1 W/cm<SP>2</SP>or above of power having a high-frequency voltage exceeding 100 kHz between facing electrodes at the atmospheric pressure or at pressure in the vicinity of the atmospheric pressure to discharge it; a base material is exposed to the reactive gas in the plasma state to form a transparent conductive film; and it is used as the transparent conductive base material for the plasma display panel.
