<P>PROBLEM TO BE SOLVED: To provide a base material for a recording material, having surface smoothness and water resistance superior to those of the conventional one; to provide a method for efficiently producing the base material for the recording material; and to provide the recording material using the base material for the recording material, and enabling an image with excellent image quality and gloss to be formed. <P>SOLUTION: The base material for the recording material, at least having a base paper has ≤10 g/m<SP>2</SP>Cobb size (30 s) at the side of the base material at which an image-forming layer is formed. The area-averaged central roughness (SRa) measured under a condition of 5-6 mm cutoff at the side of the base material at which the image-forming layer is formed is ≤0.7 μm, and the change (▵SRa) berween the SRas before or after bringing water into contact with the surface at the side of the base material at which the image-forming layer is formed for 2 min at 20°C is (-0.1)-(+0.1) μm.
