A lower skirt structure of a cap having a discharging device at the upper part is provided to prevent a body from being separated from a bottle neck by forming a non-separable connecting portion between a skirt and the body. In a lower skirt structure of a cap(1) having a discharging device(20) at the upper part, a bottle(100) has at least one thread(102) at an inlet of a bottle neck(101). The cap has the discharging device combined to the screw type bottle neck. The cap has a body(10) for containing the discharging device and having threads formed at the inner side of the body correspondently to the bottle neck. A non-separable connecting portion(12) is formed at the lower end of the body in the predetermined length not to form a clearance over the predetermined size.
