The device (1) has an antenna (10) with an antenna coupling-in region (7.1) and an antenna region (8) for using high-frequent measurement signals (6) by a propagation time measurement method. Cavities are disposed in the antenna coupling-in region. The dielectric filling body (12) comprises in its inerior one hermetically sealed recess volume (13). The hermetically sealed recess volumes being configured in such a way that the dielectric filling body has a predefined wave resistance and high-frequent measurement signals has a predefined propagation characteristics.
